406 6 of WandsHere we see a man riding a horse with a wreath on his head and on the staff that he is holding up.  Around him, people are cheering, also holding staffs.

I always get the idea that the man on the horse is a champion or returning warrior.  As we saw in The World card, the laurel wreaths represent victory and success.  He has obviously succeeded in something and is being cheered for his victory by the crowds.  He is enjoying the applause, and I imagine that the crowds are enjoying their returning hero.

This is a celebration for both parties; the champion receives the acclaim and applause that he obviously deserves and he is literally riding high on this wave of appreciation.  The crowds have a hero who fights for them and successfully champions their cause.  Everyone succeeds and benefits from this situation.
